Last week I finally upgraded my desktop to windows 8.1. Since that time I have noticed that Explorer.exe will often just ramp up to 25-30% cpu utilization and just stay there. It never goes back down.

You could just make a power user account and make it the default logon. Not entirely sure why you would rather be a Power User over an Admin..Admin has more privileges.
